The Office of the Post-Conviction Defender (OPCD) is located in Nashville, Tennessee, and is a state agency which provides representation to indigent death-row inmates in state collateral proceedings. The OPCD is the statutorily designated presumptive counsel for all capital post-conviction petitioners in Tennessee. In addition, the office provides training, materials, and non-case-specific consultation to assist public defenders and private counsel in litigating death penalty cases.
